AUSTIN — A redistricting bill aimed at holding the 2014 primaries on time is advancing in the Texas Legislature and Lubbock Sen. Robert Duncan will join fellow Republican Kel Seliger of Amarillo as a central figure in the two-year battle. Duncan said Tuesday the Senate State Affairs Committee he chairs would act soon.
