Racially based redistricting plans have been blocked but the question of new elections are undecided. Election expert Rick Hasen on his Election Law Blog recently posted, “The three judge court is acting even before the official mandate from the Supreme Court. Among other things, the court wants to know who speaks for North Carolina. Wendy R. Weiser directs the Democracy Program at the Brennan Center for Justice at NYU School of Law, a non-partisan think tank and public interest law center that focuses on fundamental issues of democracy and justice.
