The new election laws the state Legislature passed this year could cost up to $45 million statewide to implement and there’s no extra funding in the proposed budget to cover it, according to the New York State Board of Elections.
Counties historically have been in charge of organizing and paying for elections, so with the changes the state has made to the process, they’ll have to figure out how to pay for it all, said state Board of Elections Director of Public Information John Conklin.
Early voting is the biggest change to the state’s elections law. It establishes a nine-day early voting period, including two full weekends, for voters to vote in person prior to Election Day. The system has to be in place for the 2019 general election in November.
