Some of those states that require an excuse are starting to make temporary changes for their primaries in light of the coronavirus. New Hampshire went a step further: In the Sept. 8 downballot primaries and the November general election in the state, all voters will be able to request an absentee ballot, per WMUR’s John DiStaso. Secretary of State Bill Gardner and state Attorney General Gordon MacDonald wrote in a memo on Friday that voters who have or fear contracting coronavirus will be “deemed to come within the definition of ‘disability’ for purposes of obtaining an absentee ballot.” Absentee balloting in the state typically requires an excuse.
