Rangel: Perry likely to call special session on redistricting

AUSTIN — Few things are fait accompli in the Texas Legislature until the last strike of the gavel. But with only three weeks left in the 140-day session, it is a safe bet — barring an unforeseen last-minute development — Gov. Rick Perry will call a special session on redistricting later.
