(An American Citizen Proposal of a Possibility For Our Third Constitution)

Introduction

What if? What “IF”, We The American People, suddenly became aware of Our Potentials and Possibilities, as a Good Nation Building People? Became imbued with a new sense of Our Worth and Our Power? Finally understood We had a Better Destiny than the sordid and overly selfish path We now trod? What if it was really True that America would lead Earth’s Humanity to a wonderful era of Light and Life?

We have already done some of this, but have slipped into error. Other nations have envied Us Our Power, even though it is abused by Us, and have emulated Us. We have led, but not nearly as benignly and rightly as We could.

Indulge my Hopeful American Notion…as I attempt to build a humble ideological path that will one day become the guide for a mighty Human Highway to Truth, Goodness and Fairness To as many as would. But understand that there are Other efforts of this nature…Other men and Women who feel this need for fundamental governance change for the Better.

Stepping away from the tumultuous currents and turbulence of the present mainstream of Life, I have found a quiet pool in which I will make the humble attempt to start building a new ideological fabric from which We can forge a New and Better American Nation. I will submit this “work” as I develop its parts.

It is felt and thought, by some American Citizens, that the Second Document, of a Constitution of the United States of America, has gradually become less serviceable to the 99%, or so, of the American Populace and should be replaced by a “Better” Document…just as this “Second American Constitution” replaced the “First National Constitution”, or the “Articles Of Confederation”.

This is intended to be a “Better” Social Contract that, as accurately as possible, states Our collective position as a Sovereign People, of Our Sovereign States and Nation, in Our Own Times.

The “Second Constitution” hinted, in its “Article V” that “Amendments” might become something that needs to be done by Us.

To my way of thinking, amendments are like band-aids; they are quick fixes, but begin to make the original document look kind of tacky…unkempt like an old flag; torn, frayed and faded. I understand that this very “weathered” quality is deemed by many to be a thing of beauty…a tested and tried thing that deserves preservation as is.

And I agree with this sentiment…this reluctance to do without the service of this venerable social contract, that did the best it could for Us, as it was.

But I wonder? Why don’t We retire this old and honored document, of Our Hard Won Beginnings and replace it with a superior document, that reflects Our Evolution , as a Progressive Nation, toward a perceived destiny that makes the Old American Dream “pale” by comparison. A new document, that imbeds and assigns a foundational role to, the “best” of the old one in a more “powerful” and expansive manifestation of Many Good Minds and “Hearts”, that leads the way to greater happiness for far more Citizens than ever before. The height of the Good Worker/Middle Class Decades of the 1950’s was a mere “miragic” foretelling of this splendid potential…and We don’t have to fight a world war to get it.

Not sure about a revolution.

The meaning and application of the term “Betterness”, as it applies to Our Culture, should be decided by a majority vote of WE The People…in a continuous study and dedicated process of realizing perceived Ideals, needs, meanings (understood and held by The Majority of the American Populace), intentions and “Ideal National Standards” assessments and decisions for “Positive Change”.

Unfortunately, I have to share here, that The American People of today, really do not seem to have what it takes, to build this new visionary social contract…let alone live it. But, I fear the consequences for Us, if We don’t. I think the “Best Of Us” has to begin this vital Evolutionary Work. My role, is to somehow inspire the “True Best Of Us” to take up this sacred quest for national Growth…To Begin. So…here I am, spending much of the best energies and time, of my remaining years to try and reason this Potential into wonderful existence.

We must carefully study where We are at and make decisions about where We Need To Be. What We must become, Why We must become it and Where and When. I assume here, that a strong majority of Us, is not comfortable, or content, with the ways Our Nation has come to be, in Our Times.

A Sad Note

I pray that I am wrong and am only being influenced by my immediate social surroundings. But, I have the distinct impression that “most” of the American Populace, could care less about Our Nation, beyond what “is in it for them”. America is just a place to take from, without giving anything back. Or at least the Capitalist maxim of “buy low and sell high” is expressed, in Our Communities, as We take as much as one can and give back as little as one can. This misrule of Life in America goes all the way up the economic ladder to the 1% millionaire and billionaire class…where it has become dangerous to Our Freedom To Be The Best We Can Be.

This impression doesn’t do much for my optimism about the possibilities of “Becoming More and Better” (in the “Golden Rule” and Highest Ideals context), but I am compelled, from somewhere deep in my Personality and Character, to, at least try, to help build momentum for America to become a “Better Nation”. “Work”, that from its very Nature, has to be somewhat ahead of its time.

But, it is not really all this gloomy with me. There are Many Americans who feel that More and Better is needed, for Our Nation. And there is the chance, that this special cadre of Caring True Citizens can help bring the changes, that, as many of Us as possible, will decide is needed, in Our Land.

I am seeing More and More, that specific proposals for “Good Change” is being called for, from several different directions in the strata of Our Society. Some Liberal, Progressive and even Conservative elements are challenging “Representatives” to make specific recommendations for meaningful change. This article and constitution proposal, submitted in a series of parts, is a sincere and radical attempt to do just that.

To me, this “call” is a sign of some readiness to begin serious contemplation about these matters. I really shouldn’t say “begin”. Some of these matters have had attention since the first “state” constitution was written in the Commonwealth of Massachusetts in 1780.

Since there has been much confusion around the original intentions that influenced the text of the second constitution, I would like to try and be much more clear in the intentions and motivations of this proposed one. I will try to “clearly” write the intentions in purple, in each section, or part.

For sake of comparison, the text (in blue color) of the “Second Constitution” is sometimes included, followed by the new proposed text in black.

Explanations and suggestions about “New National Standards” and definitions and meanings of terms and words will be in red text.

There will be many additions of text, of new areas for consideration that the Second Constitution did not address. Technology has made it possible and desirable to include increased efforts for national fairness in Our New Social Contract. The “Framers” of the Second Constitution did not have this opportunity, or luxury. This new constitution has much more to deal with, than the previous one, so will be much “longer”…and More thorough in its purpose and social service.

Some things of the “Second American National Constitution”, will not be changed…or not changed much. Some things will be missing; like the “Electoral College”. But, if We The People want those, in Majority Strength, then, of course, they will be re-included. I expect most of what I submit to be severely “challenged”.

Suggested Preamble for Our Direct Democracy Constitution.
(Somewhat Following the Good form of the Second Constitution.)

The Second American Constitution says:

“We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.”

Our New Direct Democracy Constitution might begin with:

We The People, Of The New Direct Democracy United States Of America, in order to form a Better United Nation out of diverse cultural and ideological elements, states and territories, Will,

Increase the design, application and service, to the Majority of The American People, in Our New Standards Of Justice and Fairness.

Improve the cultural institution of Law will serve the poor with equal vigor, as the wealthy and powerful. Justice will be both Retributional, Fair and Merciful and will apply equally to ALL Competent American Citizens, or Others who are within the jurisdiction of the American Law System.

Inspire and support the tranquility and peace, of all Our Law Abiding Citizens, within the Families, Communities, Counties and States of Our Sovereign Territories.

Provide for Our Sovereign National Defense without, as much as possible, taking military force or economic intimidation to the rest of the world.

Promote the well being of each and every American Citizen that embraces and practices, in their lives, the “Golden Rule”, and demonstrates their dedication to their own Good Citizenship and the General Well Fare of the other Good Citizens of the American Nation. This application of Individual and Collective “Good Heart and Mind”, will be the most important consideration in the establishment of the Laws and Policies of Our Land. Wisdom, logic, reason and practicality, will also have a role in this great new national undertaking.

Secure the Blessings of Liberty, in all the Balanced ways that do not go “too far”, to Ourselves and Our Progeny and the Other Citizens and Their Progeny. Our Liberty does not intrude upon the Liberty quest of Other Nations and Peoples. There will be some correction of past transgressions to the Original People of this land.

Will become a Better People, more in harmony with and more expressive of, Our Highest Ideals, in a new Evolution toward what We understand about the expectations, for Us, of Our Creator.

Will build a Better America through Direct Democracy and Better governance system that offers True Inclusion to More of America’s Citizens, to participate in the Social Decision Making Processes, with Superior Voting Methods.

Take less and reward Giving More.

Include, in the following determinations of Our New Commitment, Our Highest Standards, for Our Enlightened Guidance in this American Sacred Quest for Our Government Of The People, For The People and BY The People.

Establish this well intentioned Social Contract and Lawful Constitution FOR Our Direct Democracy United States Of America.

We The People ARE The Community. We The People ARE The State. We The People ARE The American Nation!

Here this abstract and general introduction to Higher American Standards, that We can develop, is for the inclusion of as many Good Hearts and Minds as possible, in a dynamic, unending process of increasing self governance. This standard begins with the use of Our Nation’s Finest Minds of Altruistic Personality and Character. We will develop tests to discover who these first beginning Citizen Guides are and then form them into strong cadres for the further shaping of the rest of Us into becoming the best Direct Democracy Citizens We can be.

Standard = guideline…a “blueprint” We build and follow in this renewal of Our Nation.

Self Governance = the responsible Citizen majority carefully considered and decided decisions of rule within the states and the national sovereign territory.

The Intention, of this Constitutional Preamble is to be an outline to the new guideline, as well as to declare to Ourselves and the rest of the world, Our determination to become excellent at self governance and to reveal some of the attributes of this New Declaration for a New Good and Healthy Condition of Our Nation.
