Duration of Google Mapathon was Feb 12, 2013 to Mar 25, 2013 and the military area you talking about was added on October 16, 2013 (After 6+ Months of competition) and that was not added by Mr. Vishal Saini. It is added by Google itself.
If a person from Punjab is winner of any Mapping competition, doesn’t means he has drawn everything of that State.

Please note that we have no reason to believe that these were added or reviewed by a Google operator. Google is also exploring various technical solutions to minimize the possibility of recurrence of this issue.
