This is Article One’s Sections One and Two of the “Third Constitution” Of The Direct Democracy Of The United States Of America. Also, see the Preamble here. Commentary by the author on each Item can be found at the end of this post.

Item One

Three Houses Of Congress

All legislative Powers herein granted shall be vested in a Direct Democracy Congress of the United States, which shall consist of an “Volunteer Advisory Senate” and a “Volunteer Advisory House of Representatives” and a “Volunteer House Of The American People” that makes the final establishment of bills and proposals of law and policy for Our Nation.

Section Two

Item One

The “American Volunteer Advisory Senate” shall be based and distributed among the states and have a place in the central governance capitol area, designated by vote of the “Volunteer House Of The American People”. Its members will serve one year terms in sequestered* office and will be selected by Vote Of The People from amongst the “Qualified Citizens”, “Deci” and “Padeci” of Our Nation.

Item Two

The “American Volunteer Advisory House Of Representatives” shall be based in a central governance capitol area designated by vote of the “Volunteer House Of The American People”. The members of this governance body will serve one year terms in sequestered office and will be selected by Vote Of The People from amongst the “Qualified Citizens”, “Deci” and “Padeci” of Our Nation.

These two Advisory Houses of Congress are equal in power, but subject to The Will Of The American Citizens, as this manifests itself in the “Third House Of Congress” and the “New American Direct Democracy Communication Network” in the American Direct Democracy Governance Process. The high intelligence opinions and perspectives of these two houses are valued and sought by the Third House of Congress. They are the “Elite of the Elite”, the “Best of the Best” of the dedicated True Citizens of The Direct Democracy United States Of America.

Item Three

The thousand member seat “Volunteer House Of The American People” shall be based and quartered in a central governance capitol area (possibly in Belle Fourche, South Dakota) designated by vote of the “Volunteer House Of The American People”. The Citizen Members of this governance body will serve three months in sequestered office.

This Third House of Congress, is considered to be the core of the entire Direct Democracy Citizen Governance Network, which is quartered in a thousand member seat chamber in the “American Governance Center” and all over the nation in the internet accessing Homes of the American Direct Democracy Citizens.

Item Four

Being ideally comprised of the strong majority of the Citizens of the New “Direct Democracy United States Of America”, the “Volunteer House Of The American People”, is, by far, the largest and most numerous House of the Three Houses Of Congress. This hopefully increasing quantity of “True Citizens” is the sum of The Home Based Citizen Network and the Thousand Member Third House.

(Haven’t done the math…one thousand turnover every three months = four thousand very year X the number of years considered to be the average in a “generation” =?)

We are a Majority, from all the American People, dedicated to taking Our Nation to its “Best Destiny Possibility”, as a process that is caringly, wisely and skillfully done. The “American Nation Best Destiny Possibility” is the Collective Vision that the Old American Dream has awakened to.  What this Vision looks like, will be discovered by Our Great Majority.

Item Five

The Pragmatic Ideal for Citizen membership and participation in the “Volunteer House Of The American People” should be 90% of the voting age populace. 90% of each “generation” should have attained the Honor of Public Service as True Citizens in the Third House of Congress.

Item Six

There will be three divisions of the membership of the “Volunteer House Of The American People”.

1. The “Top One Thousand” that go to the central governance area, for three months, in direct physical participation in the legislative affairs of Our Nation
2. The “Middle Millions” who participate, in support, with great excellence, digitally, from their homes across The Land.
3. The “Citizen Beginners”, the youngest and those who have not yet attained the service status of “Middle Millions” in their dedication to the governance of Our Nation. But who are still valuable to Our Nation, because of their having registered to vote, their actually voting and their potentiality in Citizen Governance. Their age is from 18 to 21 years. “Junior True Citizens”, so to speak. A kind of probationary period, in which they bring their belief, knowledge and decision skills up to a minimum standard.

Item Seven

The base and quarters of the central “Volunteer House Of The American People” will accommodate, under one roof, one thousand legislative seats and one thousand Family Housing Units. The People of this House will be sequestered, honored and protected, while they are there for their three month term of service.

Item Eight

“Life Records” of each and every Individual will be kept. These should begin for Individuals at three years of age. Parents, Teachers and Record Keepers will work together on the design and formation of these personal records. We each have Our Place Of Honor in Our Culture. These records only to be seen by permission of the Individual only.

Item Nine

Ideally, the best dedicated conceptual and experiential strength of Individual quality for superior social design and benefit to The Many, will be found in the “Volunteer Advisory House Of Representatives” and in the “Volunteer Advisory Senate”…due to the accumulation of Wisdom and Experience of True Citizens in the “Volunteer House Of The American People”. Ideally, in the “Volunteer Advisory House of Representatives”, will be found the Best Minds of New America Direct Democracy Governance…but not necessarily so. The “Private Social” and “Private Business” sectors will have many superbly Evolved and experienced American Citizens in their numbers too.

Item Ten

Only, those Of The American People, that have Honorably completed their three months service in the central facility of the “Volunteer House Of The American People” are qualified to become candidates for the other volunteer, advisory, government branches, that are considered to be “higher services” for the Common Good of Our Nation. This calling to devoted duty, will be a matter of personal choice, unless it becomes difficult to fill the seats of advisement in these other branches and houses. If that happens then The People will consider, select and “call”, candidates to serve in these challenging Advisory capacities. It is hoped that an available surplus of worthy candidates can be developed, from the relatively rapid turnover in the “Volunteer House Of The American People”.

Item Eleven

The “American Advisory Volunteer House of Representatives”, a legislative advisory body of volunteers, of “previously proven integrity” in the service of Our Nation and Us, shall be composed of Members chosen, by Individual and Direct Vote, every second Year by the American People of the 51 States. The 1500 candidates are selected from the “best” of the Participatory Citizenry of Our Direct Democracy usually found in the upper levels of the “Volunteer House Of The American People”. Levels that are Earned with personal performance of contribution to the nation.

Item Twelve

No Person shall be a “Volunteer Advisory House Representative” who shall not have attained to the Age of twenty-three Years, been three years a “Certified Citizen” of the United States and has proved their “worth”, through Direct Democracy Participation and Our Highest Standards of Citizenship Performance, found in and expressed through, the “American Volunteer House Of The People”. The time dedicated out of their lives, to Direct Democracy, as well as the degree of quality of that service, will be part of the criteria considered for honored membership in the Two “Highest” Advisory Houses, as well as the honored Citizen titles of “Deci” and “Padeci”. Service in the “Eyes Of The People” will be part of this achievement criteria too.

The True Citizens, in the “American Volunteer House Of The People”, will scrutinize, discuss and elect the “VARVAHOR” (see Item Thirteen) Of Direct Democracy America.

Item Thirteen

There will be (has to be reconfigured if 1500 seats are established for this House) a People’s Choice “Volunteer Advisory Representatives for the Volunteer Advisory House Of Representatives” (The “VARVAHOR”), per State, of Our United Direct Democracy Republic Nation.

This “Peoples Choice” will be expedited by Direct Individual Vote within the Neighborhoods and Counties of each State and then added to the votes of the other Counties within all the States and then the Nation. Only “Deci” and “PaDeci” statuses of this Direct Democracy “hierarchal” governance structure can be considered for this VARVAHOR Honor.

Item Fourteen

The Voting Process

The Votes, written on paper, will be initiated, accumulated and counted, under “strong supervision” and done by dedicated “Direct Democracy Citizen, Eyes Of The People, Vote Count Committees”, in the Neighborhoods. This vote, upon paper ballots, will be initially accepted and counted in “Neighborhood Voting Blocks”. The actual voting documents would be held secure and guarded, by “rings” of The Citizens in a vault like facility, (Obelisks?) designed for such, in the Neighborhoods.

Item Fifteen

Then the ballot totals, with accurate copies of the ballots, of the neighborhoods, will be taken to “Community Vote Holding Centers” (Town or City) and added together. “Ballot Totals” are on separate documents from the original ballots. The security of these collection and tally centers, will be expedited by ten representatives from the neighborhoods and two from the town, or city government…plus a representative from the county government.

Item Sixteen

The third step in this vote and tally process, will be “County Vote Centers”. Still transferring the copies of the neighborhood ballot totals and the tallies from them. Three “Neighborhood Vote Ballot Guardians” will still be with the copies and tallies at the “County Vote Center”.

Item Seventeen

Then the Votes move on to “State Vote Centers”…still accompanied by one or more of the “Neighborhood Guard”. The “State Vote Centers”, dedicatedly supervised by trusted cadre of Second (“Deci”) and Third (“PaDeci”) Level Citizens, (also members of the “Eyes Of The People”) who have “proved” their trustworthiness, are responsible for the accurate and Truthful reporting of the accumulated “State People’s Will Of The Sacred Vote” to the Central Governance Facility Of The Direct Democracy United States Of America. This reporting will be done in the full public view of Our Nation, through the communication media. The ballot totals themselves will stay in a vault in the state, still guarded by “Neighborhood Ballot Guards”, until the election has been declared over and done. Then the “Neighborhood Ballot Guards” can return Home.

Item Eighteen

This particular service, of “Neighborhood Ballot Guardianship” to Our Nations Voting Process, will be highly honored and count much into the “Individual Life Record” of Citizens.

Item Nineteen

The Vote and Its accuracy, is a Sacred Truth and must not be defiled with a lack of honesty and integrity. If this Sacred Truth is betrayed, then the national crime of treason is charged.

Item Twenty

Voting Style

The People will decide about which voting style will be used. “Ranked Choice” does seem to be superior, because of greater inclusiveness of more of those running for office and their respective parties and platforms. It is thought that a Better “Representation” is achieved with “Ranked Choice”, with a corresponding lessening of “disenfranchisement” of classes or ideological elements of Our Diverse Society. The People Will decide.

Item Twenty-One

We The American People, as Individuals Of Good Character, acting in the greatest possible majority unison for Our Direct Democracy Nation, will be the final voter deciders of the policies and laws of Our Nation. Each state shall present an accurate and Truthful expression of the Will of its Populace through “The Accumulated Individual Vote”.

Item Twenty-Two

To fear the unjust and unfair control and influence of states comprising larger territories and populations, is not warranted, due to the increasingly Better desire of Justice and Fairness, for Our Nation. It is the Individual Collective National Will Of The American People regarding Our Whole Nation, that is sought.

Item Twenty-Three

Citizens of one part of the country will not make decisions for Citizens of another part of the country, (communities, counties and states) unless such is necessary for the National Common Welfare, or “harm” is being committed and cannot be corrected by a specific cultural locality. “Harm” is unacceptable to a Better America. “Harm” in this context, needs to be satisfactorily defined.

Item Twenty-Four

The State Governance Organizations

The States, as sub-sovereign political and social units within the Direct Democracy United States Of America, will design and operate their own governance bodies. To a point, due to regional, historical and cultural differences, each American State, will vary some in its style of Direct Democracy Governance. A “Standard” has to be built and maintained, regarding just how far State Governance differences are acceptable.

When vacancies happen in the Volunteer Advisory Representation Houses from any State, the American People of that State, will vote replacements in. If the necessary state governance competence is curtailed, for some reason, then a National Vote will be called for by the House in question, or by “The Eyes Of The People”. The organization and maintenance of State Legislative Bodies is only addressed by National Governance when those organizations, or part of them, is disrupted and rendered incompetent by some social, political or natural cataclysmic event.

Item Twenty-Five

The “American Volunteer House Of The People”, (perhaps including the Home Front System) the “Third House Of Congress”, shall choose their Speaker and other Officers; and shall have the sole Power of Impeachment and Recall within their own House. The other two Advisory Volunteer Houses and the “Eyes Of The People”, of Our Direct Democracy Government will provide expert opinion, regarding impeachment and recall. The other two Advisory Volunteer Houses of Congress, shall choose, from amongst their number, their own officers and their “Speaker”.

Item Twenty-Six

The “Eyes Of The American People”, a special volunteer watchful body of dedicated American Citizens, established out of the Volunteer House Of The American People will sit and diligently observe, the Work of Our New Direct Democracy System, including members and work of the American Volunteer Advisory Senate and the American Volunteer Advisory House Of Representatives and the “American Volunteer House Of The American People”, for the purpose of monitoring and ensuring the continuous Direct Democracy Governance integrity and responsibilities of these honored advisory and decision making bodies. The “Eyes Of The American People” are the Watch Dogs and Witnesses of the success and failures of Our Direct Democracy Nation.

It will be the responsibility of the Three Houses Of Governance to “keep a watchful eye” on the “Eyes Of The People” too. For the sake of Our Nation, “Seek to See Everything”. Because of the World of Humanity being what it is, there will be a need for invisibility and secrecy regarding American Self Defense, but certain kinds of weapons and certain methods of warfare will not be condoned, or used by Us…and We must ever seek to destroy these horrors, wherever We find them on Earth.

Item Twenty-seven

We must ever be on guard against the increase of the “lesser nature” of Our Species. We must become adept at recognition and correction of these inferior traits of Our Kind. Be especially watchful of the lower principles and practices of capitalism and its effects on Us. We must also learn to recognize “below standard” thinking and behavior, as it emerges into, or enters, Our Culture.

Bonus Commentary by Daniel Penisten

Section One – Item One

Of course, if “We The People” are intending and going to become the final deciders of the structure and goals of Our Nation, We will have to have Our Own Institution in the government structure to expedite this. In this case, a Third House Of Congress might do the trick. A “House Of The People”. A communication computer network, based in all the Direct Democracy Homes of the nation and coming into final focus in a facility built for it, in the central area of American Governance. A three-thousand seat facility should do it. Filled by the selected best, of the Better American True Citizens (The “Deci” and “Padeci”)…in replaced three month increments. Thus affording as many of “the highest qualified of” The People, as possible, this premier governance experience.

Here again, a strong American Standard of Fair and Just Governance must be the guide and foundation, from whence We Emerge, into Our “Finite Creational Potential”. A standard that does not let Us make Our decisions based solely on Our Self Interest and Personal Biases. Personal perspectives and convictions are important, but not as important as a well organized collective perspective and conviction. The Few is more important that the One; the Many is more important than the Few. But the success of all is dependent on the best expression of the One…the Individual.

“Creational Finite Potential” = A Spiritual Belief – The design and plan for Our kind that emanates from Creator. It’s all about Growth into ever greater Potential of the expression of Life in the Finite Realm of Creation. As New Souls, (constructed in the Spiritual Realm of Creation) We begin Our Eternal Journey, as Children Of God, in the Finite Realm. To Learn is to Grow. We were sent to return…Better than before. (Experience)

Section Two – Item One

The intention of the first item about the American Senate is to reestablish in “Better Form”, the American Senate as:

1. A dedicated Volunteer political institution.
2. An Advisory capacity body of great Integrity and Honor, that has the intense responsibility to advise the “Volunteer House Of The American People” on recommended best courses of self-governance action.
3. Having reduced power of “entrenchment and control” in the legislative affairs of Our Nation.

* “Sequestered” – to shield and protect the Honored Advisors of the Three Houses of Congress from corruptive influences, within and without, that would diminishingly continue to try to undo the New America. This sequestration would be of the finest kind and Families would be included. No more secret deals in back rooms, fairways and alleys.

Section Two – Item Two

The intention of the second item is the same as the intention of the first item, as regards the “American Volunteer Advisory House Of Representatives”.

Section Two – Item Three, Four and Five

It is the intention of the third, fourth and fifth items to establish a New Legislative Body in American Government composed of as many of the American People as possible.

This New Legislative Body will indicate and reflect, the rising sweep of activity, across the land, of the New True Citizens Of Our American New Direct Democracy. This is the “Great Inclusiveness” of True Direct Democracy. Even the “least of Us’ being allowed, nay, encouraged to contribute what We can, to the governance of Our Nation. The vote of a poor man is equal to the vote of a rich man. (And this might encourage the rich man to treat better the poor one…and also the less poverty, the less inclination to “attack” the wealth and power Citizens. May every Citizen have something too important, or “hard won”, to lose in a breakdown of American Culture.)

Here, a stratification is structured, that enables the “best” (high intelligence, good work ethic and a real caring attitude about the rest of the nation and its People.) of the True Citizens to forge ahead, with Recognition and Honor, in the governance service of the Direct Democracy United States Of America. A hierarchal stratification that also provides a valid and valuable place for those who cannot “rise” beyond a certain point. All Individual effort, for Citizen Governance, is recognized, appreciated, rewarded* and Honored. * See “American Earned Guaranteed Income”.

Of course, it is hoped that Most of the “Citizen Beginners” will be able to promote themselves, through Proper Application Of Positive Life Skills, Good Behavior and Deeds, into the “Great Middle Realm Of American Culture”. Secure and Strong. In possession of “Our Cultural Consensus”, while, at the same time, providing Life Space and Expression for a wonderful diversity of unique cultural manifestations. A New Level of Attainment for the “Old American Melting Pot Tradition”, of the “Old American Dream”.

Section Two – Item Six

The intention for the sixth item is to build a social progressive structure for participation in American Government by as many strengths of Individuality and Citizenship, as possible…positive and benign hierarchal levels that serve as a ladder of recognition of increasing personal growth as the Individual Citizen matures and strengthens self in service to the whole. This hierarchal structuring enables Honor and Pride in one’s relationship to and place in, American Society. This provides a mechanism for Personal Incentive to “Be All One Can Be”. (A never ending process of personal growth.)

Also, here the intention is the most dedicated core establishment of American Citizens and their Families in the physical center of American Government. Nearby, will be the “House” facilities of the other two houses of American Congress. We The People might seriously consider the relocation of these Houses and the other parts of government to a more physically central location in Our Sovereign Territories. Kansas or Colorado maybe? Belle Fourche, South Dakota?

Section Two – Item Seven

It is the intention of the seventh item to more clearly designate the central House Of The People as an actual temporary Home, complete with living quarters for the Families of those in service and medical and educational facilities. Good shopping can be provided too. This House would be huge, self contained and protected…shielded from all outside influence except that which comes in through the internet, or the “Eyes of the People* Governance Guardians”.

* The “Eyes Of The People” is the Public Service and Security Branch, staffed by True Citizens who have completed their three-month service in the “Volunteer House Of The American People” and undertake special education and training to enable them to fulfill these extensive and critical Public Service Duties.

Section Two – Item Eight

The eighth item is intended to enable Us to develop an important tool to maintain the integrity of Our Society. It would include one’s performance as well as one’s psychological profile.

A “Standard of the Efficient and Pragmatic Differentiation Of Individual Personality and Character Strengths” needs to be constructed here. While American Citizens should benefit from qualified equal opportunity, in their society, it is well understood that some Individuals are superior and will perform better than those of the average Human attributes. HOWEVER! It must be understood that the social value of a “superior” Individual is reduced, if they demonstrate, in their personal lives, characteristics that cause them to “harm” others. The “superior” Individual MUST attain near-total control of their egos…or they will be deemed NOT TRULY SUPERIOR!

We The People must be very careful about what kind of Individual We entrust with power. We must be very careful in the collective execution of this particular responsibility. We must hearken well to what Our System Of Education teaches Us about the kinds of Individuals that tend to harm others or prey on Our Society. LEARN TO RECOGNIZE THIS DANGER! Build social systems that do not allow this “kind” to dominate Civil Life. True and accurate Psychological profiles would serve Us well here. An important reason for “Life Profile Records”, begun at an early age.

A gradient of assessment, derived from the “Life Record” and investigations of those close to the “subject of interest” could be developed, as part of this particular “Direct Democracy Standard For Governance Guidance”. This process should not be a matter of public record. This should be a private process. The only sign that an Individual “falls short” in the desired requirements of this Standard, would be in their actual status rating as an American Citizen, that would ensue from their actual performance in Life and Governance.

Section Two – Item Nine and Ten

The intention of Items Nine and Ten is to show the direction of the Individual Citizen Evolution up through the Direct Democracy Governance Process. The basic direction is from “bottom” of society to “top”, though there is also a corresponding direction, We could say, from “side to side”…into the cultural fabric structure of society, as it Evolves. I hope that all the cultural elements of the New American Nation will contribute their “fair share” to its success.
The intention of the three month term period, in the Third House, is to provide as much opportunity as possible for Individuals to get a rotational chance to serve in the “Volunteer House Of The American People” and then upward to the Voluntary Advisory Houses of Honor. The flow of Citizens after the service in the People’s House, will be more than the seat requirements of the Advisory Houses…due to the smaller membership numbers and the longer term periods in the Volunteer Advisory Houses.

A “Standard of Personal Improvement for the Purpose of Stronger Social Service” would apply here. This standard would include educational criteria that is contributive to this Individual quest…the best bodies of information to study, the best courses to take. These new and clearer standards of Citizenship and Governance are critical to the successful establishment of Direct Democracy. They are like guideposts that need to be learned early and thoroughly. Ideally, this Education would begin in the American Family Home, as Parents “Speak in Many Ways” and demonstrate the “Speaking” in the Living Of Life.

Section Two – Item Eleven

The intention of Item Eleven is to indicate the way that quality proven and trusted candidates will enter service in the “American Volunteer Advisory House Of Representatives”. There is also indication here of “levels” within the “Volunteer House Of The American People”. These levels will probably be about different kinds of duties within the House, as well as leadership achievements within these “Duty Levels”. These levels will Evolve with time and use.
The National Standards indicated above in this proposal will probably serve here as well. Reciprocal Application of the actions and experience of governance to the Standards will probably cause an Evolution of the Standards. A circular and Evolving process.

Section Two – Item Twelve

The intention of Item Twelve is fairly self-explanatory. It should be remembered that a Citizen will already have various experience in different levels of governance participation in their lives and should have the necessary experiential strengths to begin function in these Advisory Houses, if they so choose and if they are selected and elected by The Good Will Of The People.

Here again, previously suggested National Standards should apply. Note: Because of the structuring of this governance system, some Individual Citizens will enter service in the “American Volunteer House Of The People” at a later age than others. It is hoped that all who qualify, will be able to engage in this duty, before they are “too old”.

Section Two – Item Thirteen

The numbers here are arbitrary and not decided yet. The People will decide how many “Advisors” will be per state. The word “VARVAHOR” is just a suggested “gift” for the language of Our New America. It might be felt, that to become a VARVAHOR would be an honorable attainment in one’s Life. A Honor considered to be “higher” than VARVAHOR might be “One Of The Seven”; referring to the new Presidential Seats design. “DeCi”, for “Dedicated Citizen” and “PaDeci”, for “Patriotic Dedicated Citizen” is another of these honoriums. I have a few others.

If We developed a Standard that included a conscious effort to imitate and thus harmonize with CREATION, or its “Laws”, then the use of sevens and threes, as structural elements of National Moral and Ethical Standards, would become common. The more Spiritually oriented, of Us Americans, would feel and think this…maybe. Keeping a strong Moral Compass in Our Society is extremely important to this governance system.

Section Two – Item Fourteen

The intention of “Item Fourteen” is to enable the “grassroots” community level of We The People to maintain control of their voting process…at a level that is second closest to them in their everyday lives…the Neighborhood. The “Neighborhood Vote” is the important realization of the accumulating flow, of the American Direct Democracy voting process. This action also involves the best Citizens (who have proven their personal worth to American Society in their performance in the context of “Good Citizenship Standards”) Direct Democracy is nothing without the Best Integrity of Citizen Participation”. “Strong Supervision” ideally would mean ALL of the Participating Citizens Of a Neighborhood. Everyone, should “turn out” for this sacred process of voting and guarding their vote.

The “Book Of New American Standards” may well begin with a Standard built for this grassroots voting cooperation involvement of American Neighborhood Citizens…the Third Building Block of Direct Democracy. The First and Second Building Block of Direct Democracy, would be the Individual and the Family.

I think that the Families of Our Neighborhoods, should team share in the Responsibility, of establishing and practicing Good Direct Democracy. Maybe…not only taking responsibility for themselves, as Family Units, but also, skillfully and unobtrusively, for the Good Performance of Other Families, in their own neighborhoods, too. But…We must be very careful here. This approach has the negative potential of one Family using this as a way to mistreat another Family. Not all Families can get along and cooperate, in the “Standard Ideal” way (which hasn’t been established yet) which best serves the Direct Democracy Neighborhood. There is an intense sensitivity here regarding the “Right Of Privacy”. It might be better to “bring in” a “qualified” arbitration expert in the application of the “Neighborhood Direct Democracy Standard”…which emerges out of the “Family Direct Democracy Standard”. The one rises out of the other.

Neighborhoods will have to be mapped out and assigned vote system designations. These designations can be used for census work too.

Section Two – Item Fifteen

The intention of “Item Fifteen” is a continuance of the accumulating vote flow into larger social and political structures (towns and cities) and indicates the importance of the “Neighborhood Vote Ballot Guardians” not relinquishing responsibility and possession for the ballot copies and tallies to the next highest level. The original “Citizen Marked Ballots” should not be collated, or taken away, but kept separate in their own secure and stackable containers with maybe at least 12 “Neighborhood Vote Ballot Guardians” still watching. The tallies can be collated either before or after arrival at the “Community Vote Holding Centers”

Neighborhood Vote Ballot Guardians, from each neighborhood, can be reduced as the copies and the ballot totals merge with other neighborhoods in the county level. But the number of the merging Neighborhood Vote Ballot Guardians will increase at the “Community Vote Holding Center”. The number will depend on the number of neighborhoods within the Community.

Maybe specially designed trucks can be designed to efficiently accommodate these accumulating ballot totals, as they are moved to the County Vote Centers. The “Standard” here might be one that suggests the proper amount and kind of security for the protection of the ballots.

The intention for Item Sixteen is to declare the dedicated Citizen Security Structure, at the county level, for “The Vote”.

Intention of Item Eighteen is to help inspire the Goodness and importance of the New Elements of Practiced Citizen Responsibilities in Our New Direct Democracy Nation and to give such the recognition it deserves.

Section Two – Item Twenty Four

The Intention of Item Twenty-Four is to afford flexibility into this Direct Democracy System. As a general rule as much diversity and difference as possible and workable should be included. America must become as adept, in the utilization of the Many Paths of Its Diversity as it can.

Balanced against this goal, the various elements of Our Society and Nation MUST maintain PEACE! We MUST NOT seek harmful advantage over the other elements, or any number of them. We must NOT tolerate any violations of American National Harmonious Cultural Diversity! No practices that cause “harm” to Individuals , or “groups”, should be allowed in Our Laws.
