This is Article One’s Sections Eight to Ten of the “Third Constitution” Of The Direct Democracy Of The United States Of America. Also, see the Preamble to the Constitution here followed by Article One’s Sections One and Two here and Sections Three to Seven here.
Article One
Section Eight
The Congress shall have Power:
To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;
To borrow Money on the credit of the United States;
To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes;
To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the United States;
To coin Money, regulate the Value thereof, and of foreign Coin, and fix the Standard of Weights and Measures;
To provide for the Punishment of counterfeiting the Securities and current Coin of the United States;
To establish Post Offices and post Roads;
To promote the Progress of Science and useful Arts, by securing for limited Times to Authors and Inventors the exclusive Right to their respective Writings and Discoveries;
To constitute Tribunals inferior to the supreme Court;
To define and punish Piracies and Felonies committed on the high Seas, and Offences against the Law of Nations;
To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;
To raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years;
To provide and maintain a Navy;
To make Rules for the Government and Regulation of the land and naval Forces;
To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline prescribed by Congress;
To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;–And
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.
Item One
The American, but foreign owned, Federal Reserve Banking System and its debt sold money, is abolished! It is to be driven from Our Sovereign Territory…never again to darken Our Land and Our Lives.
Item Two
The Treasury Department of the Direct Democracy of the United States of America will assume the responsibility for the adequate issuance of money into the New American Economy.
Item Three
To celebrate this great achievement Of, For and BY Our Nation, We The American People do declare and expedite a “Great American Jubilee”, in which all financial debt is forgiven and stricken from the records. The New America will be a “Clean Slate America” and a “More Level Playing Field America”. This will become a National Holiday that We will call simply, but proudly… “Jubilee Day”.
Item Four
New ways of non-debt governmental revenue producing methods will be established. The method of taxation will be rendered obsolete by the production and value maintenance of Our National Currency and Coin. The Volunteer House Of The American People will make the final decision and authorization to carry out these following proposals that are intended to pay the Debts and provide for the Common Defense and General Citizen Welfare of the United States; but all Duties, Imposts, Excises and other methods, that might still be used, shall be uniform throughout the United States.
Item Five
It is noted here that Our Nation being in “debt” is an unacceptable state and it is Our Duty to bring this to an end, as soon as possible. This work could begin with the termination of the Federal Reserve Bank and System, followed by a world “Jubilee” (universal debt forgiveness and eradication) declaration.
Item Six
“Pay as you go” is preferable to debt. Credit and Debt is slavery. America must not borrow! Its Citizens must not borrow. A mutually Beneficial kind of non-profit “Gifting”, maybe on a “pay-it-forward” basis is a Better way to Prosperity. The New American Government should endeavor to establish this mutualistic path to Citizen Prosperity, as a superior alternative to the greed ways of the old capitalist private sector of Our Nation.
Item Seven
To coin Money and print currency, regulate the Value thereof. Foreign money to receive the same value as Our Own; though We may deem it necessary to limit the amount of foreign exchange of currencies…keeping Our Dollars at Home, so to speak.
Item Eight
Also to provide for the Severe Punishment of counterfeiting the Securities, Currencies and Coin of the United States; to be considered a Treason.
Item Nine
There is no reason why Our Sovereign Nation cannot, or should not, produce its own money, to expedite its own needs and expenses.
Item Ten
“Credit”, if existent, should lie unused. Perhaps a viable international alternative would be “Mutualist Gifting”, in which citizens, nations, businesses and Peoples, give to help others, when they can, and this action being usually beneficial equally to all parties concerned. A Fair Trade sort of thing, where the only “advantage” sought is that which benefits everyone, or as Many as possible for the sake of the Well Being of Humanity.
Item Eleven
Also, Our Sovereign Nation Direct Democracy Governance System has the responsibility to regulate Commerce with Foreign Nations, and among all the States, and with the Original Peoples and their Sovereign Nations, who shall be recognized as equal in sovereign power to Our States and a valuable part of the “United Direct Democracy States Of America”.
Item Twelve
To establish uniform “Laws of Naturalization Of Immigrants and Refugees”.
Item Thirteen
To establish uniform Laws on the subject of bankruptcies throughout the United States.
Item Fourteen
To establish the National Standard of Weights and Measures; hopefully in harmony with World Standards.
Item Fifteen
To establish and maintain Post Offices of the American Postal Service.
Item Sixteen
To establish and maintain Our National Transporation Systems.
Item Seventeen
To establish and maintain technologically enhanced knowledge and communications systems for the use of Our Direct Democracy Common Wealth Nation.
Item Eighteen
To promote the Progress of Science and useful Arts, by securing, for limited times, to Authors and Inventors the exclusive Right to their respective Writings, Inventions and Discoveries; these patent considerations should not be inheritable, nor should they be misused to inhibit national and social progress in technological development. No more “intimidation buying”, stealing or murdering the author of a useful patent in order to limit competition in business! These heinous acts should be considered Treason!
Item Nineteen
To also promote the Progress of Science and useful Arts with well considered funding.
Item Twenty
To constitute all Justice Courts, including the “Supreme Court”, of less Judicial Power and subject to, the “Grand Jury Of The American People” and the “Volunteer House Of The American People”, the Third and Final House of American Governance.
Item Twenty-One
To define and punish Piracies and Felonies committed on the Sovereign Seas (fifty miles from shore?) and Offences against the “Law of Nations”, as part of the United Nations…at least when Our Nation is in agreement and compliance with the “Law Of Nations”.
Item Twenty-Two
To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water; though said “captures” should be returned to the sovereign nation that wars against Us, as soon as it has been “dealt with”.
Item Twenty-Three
To raise and support military forces, but no Appropriation of Money to that Use shall be for a longer Term than three Years;
To make Standards and Rules for the Government and Regulation of the Land, Air and Naval Forces;
Item Twenty-Four
To provide for calling forth the Militia and other military units, to execute the Laws of the Government of the Direct Democracy United States Of America, suppress “Harmful, Unjust and Unlawful Insurrections” and repel Invasions
(an “Unjust and Unlawful Insurrection” is one designed and initiated by a minority class, or segment, of the American Populace against the Direct Democracy Majority Will Of The People Of Our Nation)
Item Twenty-Five
To provide for organizing, arming, and disciplining, the State Militias, and for governing such Part of them as may be employed in the Service of the Direct Democracy Of The United States Of America, reserving to the States respectively, the Appointment of the Officers, and the Authority of training the Militia according to the discipline and structure prescribed by the Three Houses Of Congress.
(“Militia” is recognized or defined as primarily a state oriented and implemented organization. “National Guard” is military units of the Nation, stationed in the states, intended as reserves to augment “regular” national military forces, and/or the State Militias.)
Item Twenty-Six
To declare, if supported by a majority vote of the Citizens of Washington, D.C. Washington, District Of Columbia, a State.
Such state (not exceeding ten Miles square) as was provided by Cession of particular adjacent States.
Item Twenty-Seven
To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Direct Democracy Government of the United States, or in any Department or Officer thereof.
Section Nine
Regarding slavery and Human trafficking and taxation
The Migration or Importation of such Persons as any of the States now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a Tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person.
The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.
No Bill of Attainder or ex post facto Law shall be passed.
No Capitation, or other direct, Tax shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken.
No Tax or Duty shall be laid on Articles exported from any State.
No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another; nor shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another.
No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.
No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.
Item One
There will be no slavery, in any of its forms, including debt, except for penal incarcerations of convicted criminals, traitors or prisoners of war; most of which will be incarcerated on a temporary basis.
Item Two
The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the Public Safety may require it.
Item Three
No Bill of Attainder or ex post facto Law shall be passed.
Item Four
No Capitation, or other direct Tax, shall be laid, unless in Proportion to the Census or enumeration herein before directed to be taken.
Item Five
No Tax or Duty shall be laid on Articles exported from any State.
Item Six
No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one State over those of another; nor shall Vessels bound to, or from, one State, be obliged to enter, clear, or pay Duties in another.
Item Seven
No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law that is derived by National Majority Vote of the American People.
Item Eight
A regular Statement and Account of the Receipts and Expenditures of all Public Money shall be published on an official Treasury web site, on a continuous basis.
Item Nine
No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the National Majority of the American People, accept any gift, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.
Section Ten
No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.
No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it’s inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Control of the Congress.
No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
Item One
No State shall enter into any Treaty, Alliance, or Confederation without the consent of a National Majority of the American People.
Item Two
No State shall grant Letters of Marque and Reprisal, without the consent of a National Majority of the American People.
Item Three
No State shall coin or print money, or emit Bills of Credit without the consent of a National Majority of the American People.
Item Four
No State shall make anything a Tender in Payment of Debts without the consent of a National Majority of the American People.
Item Five
No State shall pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility without the National Majority consent of the American People.
Item Six
No State shall, without the Consent of a National Majority of the American People, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it’s inspection Laws: and if there is developed an excess of what is “absolutely necessary” the excess funds of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the Direct Democracy Of The United States Of America; and all such Laws shall be subject to the Revision and Control of the Three Direct Democracy Houses of American Congress working in cooperation and harmony with the said states.
Item Seven
No State shall, without the Consent of a National Majority of the American People, lay any Duty of Tonnage, enter into military Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
NOTE: The intent of Items One through Seven is to lessen the disruption of the Union that could come from States that would “go their own way”. The Dominant Principle being that “The Union” is more important than its elements for reasons of security and strength in Our World. But even this dominant Principle, can be replaced by the Collective and Majority Will of the American People.
